Color picker, eyedropper, foreground/background colors, and the Color panel.
Click the foreground or background color swatch (in the toolbox or Color panel) to open the full-featured color picker dialog.

The toolbox shows two overlapping color swatches: foreground (top-left) and background (bottom-right). The foreground color is used for painting, text, and fills. The background color is used by the Eraser on Background layers and for certain fill operations.
